It's a modern myth. Such prohibitions were rare, and in fact militia laws often required the richer sort of commoners to own swords and present them in periodic musters. This would have been especially true in the Crecy's era -- say, the mid-14th century or so -- when swords had become much cheaper and easier to make while people's income had risen significantly from what it was in the Early Middle Ages. Something the size of the Crecy would have been more common among the chivalric classes (esquires, knights, and nobles), but it wouldn't have been entirely out of place in the hands of a town patrician, a high-ranked guildsman, or even a rich landowning farmer in some places.
